That’s the million dollar question,and as we close in on the polling dates, it’s evident there is a growing euphoria about power change,wether this will culminate into power change or simply a mere change of guards,me and you can only predict! Since 1986, the NRA/NRM has been in power and has presided over disputed elections with the then biggest opposition figure Dr. Kizza Besigye crying foul every after the election,with a new kid on the block, is the time for change ripe? This and more we shall cross examine later for now,let’s date back and take a closer look into the power dynamics since the take over by NRA in 1986! His Quest and urge for power started when he was a university student in Tanzania at the university of Dar es salaam , here he managed to tussle and smuggle boys into northern Mozambique to train as soldiers. In this he joined several other leaders including mwalimu nyerere who supported him in his latter days to ups Amin’s regime under the FRONASA, and later dispose Obote under the NRA, which upto date forms the beacon of liberational stories as a success, it was a protracted people’s war which was fought and won by the local peasantry population. His ability to galvanize resources was very overwhelming having won a war in less than ten years, this here gave rise to a fundamental change and not simply a change in the guards!
Power in Africa
Power is defined as possession of control, authority, or influence over others. In Africa power rests in the gun and its incumbent upon those gun wielding individuals to limit their exercise of the gun over civilians. By the mid 1970’s the gun was solely the source of authority, as more external pressure from foreign governments and humanitarian groups kept mounting pressure on the then governments,a little baby steps were taken in upholding human rights and rule of Law. By the 1990’s at the height of the socialism and the collapse of Soviet Union, there was a significant decline in Arms supply in Africa. By 1994, the apartheid regime collapsed and made significant steps into power sharing upholding of human rights, while that was a charming end,little or no significant changes were made for the black brothers in South Africa as they remained confined to the small plots of land they were allocated by the white government,and while we grapple with that, hell broke loose in a small country called Rwanda as it witnessed the second of its kind,a genocide against the Tutsi minority which was trying to come back to regain power. When that debacle had just settled, DRC broke into chaos as Rwanda’s then minister of Vice President sought to attack eastern Congo to follow suit of the Hutus who had decimated their counter parts in Rwanda, interahamwe founded in congo around the fall of the Habyarimana government in Rwanda, there by following another hit on Congo to drive out Mobutu a dictatorship puppet installed by the Americans after the fall of Lumumba. All these speak of how efficient and decisive the gun has been in Africa in settling power scores. And therefore, leadership quest in Africa is a military issue and is yet to be civilized with a few exemptions here and there!
Yoweri the master at retaining power
When he took over power in 1986,he had been a student of the past regimes which had been week and frail thereby giving way to easy disintegration,these states had not invested in retaining power and so were prone to be disseminated,soon or later they crumbled and failed and in no time lost power! The NRA had been an ascending force since the Fronasa era when they had Just emerged from a university group! Years later with a lot under his belt as a revolutionary, he has enjoyed several achievements which cannot be erased with a pencil rubber! However the big question now is wether there is anybody within the ranks of NRM/NRA who still shares the same vision as the CHC of the NRA, with many falling apart from the structures,to others joining opposition, a lot is left to wonder as to wether there is anyone still in the organization as committed to the cause. And I pose a Question therefore, is this the end of the NRA and is Museveni the last muchwezi of the NRA occupation?
